RAMIREZ BENEVIDEZ (cq) left, shows West Coast Metal Plating owner Ernie Garcia the plating work being done on links of chain. Following the 1992 riots in South Los Angeles many Latinos moved in to the area and a sizeable number of small minority owned businesses opened. The metal plating company suffered a major fire in 1996, rebuilt, and is now doing about $800,000 a year in the specialized industry. Most of the employees of the company make about $11 an hour without any fringe benefits and most consider themselves fortunate to have any job at all. November 11, 1999. Sacramento Bee/Jay Mather
