LUIS CARILLO (cq), moves a cylinder of metal parts with the aid of a hydraulic overhead lift from one plating solution tank to another at his job at West Coast Metal Plating in South Los Angeles. Following the 1992 riots many Latinos moved in to the area and a sizeable number of small minority owned businesses opened. The metal plating company suffered a major fire in 1996, rebuilt, and is now doing about $800,000 a year in the specialized industry.
